The Rural City of Wangaratta Wheeled Activity Strategy provides a 10-year framework to guide the planning, development, and activation of wheeled activity infrastructure across the municipality. Covering a broad range of activities—including cycling, mountain biking, BMX, skateboarding, roller sports, and shared-use trails—the Strategy responds to growing demand for inclusive, accessible, and high-quality facilities.

Informed by detailed infrastructure audits, community consultation, and stakeholder engagement, the Strategy identifies key gaps and opportunities across all wheeled activity types. Key priorities include the development of dedicated mountain bike facilities, improved safety and connectivity for road cycling, enhanced gravel riding experiences, upgrades to the Wangaratta Velodrome, and expanded provision of skateparks, pump tracks, and dirt jumps—particularly in underserved areas.

The Strategy also highlights the need to improve accessibility, wayfinding, and integration across the network, while leveraging Wangaratta’s strong positioning within North East Victoria and its links to cycling tourism destinations such as the High Country and King Valley.

Underpinned by a clear vision and five strategic objectives, the Strategy is supported by a prioritised 10-year Action Plan outlining key projects, partnerships, and investment priorities. Together, this provides a practical roadmap to deliver a connected, sustainable, and inclusive network of wheeled activity facilities that support community wellbeing and regional tourism growth.
