The Hillcrest Reserve Facility Needs Assessment provides a comprehensive evaluation of current and future sport and recreation needs at a key community hub in Bayswater. Supporting AFL, cricket, netball, and informal recreation, the reserve plays an important role in delivering accessible open space for a diverse and growing community.

The project combined detailed site analysis, demographic and participation data review, and extensive stakeholder and community engagement to understand existing provision, identify gaps, and capture future aspirations. This process ensured that the needs of sporting clubs, local residents, and broader user groups were reflected in the planning outcomes.

Three development options were explored, including a ‘do nothing’ scenario, upgrades to existing facilities, and the development of new multi-purpose infrastructure. Each option was supported by concept planning and high-level cost estimates, enabling informed decision-making. Strong stakeholder support was identified for upgrading existing facilities, with targeted enhancements to improve functionality, inclusiveness, and capacity.

The final outcome provides a clear and evidence-based roadmap to guide future investment, ensuring Hillcrest Reserve continues to evolve as a vibrant, inclusive, and well-utilised community asset that supports active lifestyles and local connection.
