Hillcrest Reserve Facility Needs Assessment

The purpose of the facility needs assessment is to examine the needs of cricket, AFL, netball and community use including dog walkers in relation to Hillcrest Reserve, Bayswater and work in conjunction with the community/clubs to determine facility options.
The following steps will be undertaken in developing the Needs Assessment:
- Identify key values of the sporting clubs, users and community
- Review existing provision in the surrounding areas and throughout the City
- Review information sources – trends, demographics, data analysis, GIS data, CRP
data, SSA plans etc. - Community engagement – stakeholders, park users, schools, residents
- Determine needs – analysis and synthesis of information gathered, identify gaps in
provision - Develop a proposal with options – upgrade existing facilities, develop new facilities or
a combination of both; include a ‘do nothing’ option - Prepare a concept plan considering future development options in line with relevant
codes, standards and peak body guidelines. - Produce a needs assessment report for Council including engagement overview, key
findings, options and high level costings.
