The Hamilton Indoor Leisure and Aquatic Centre (HILAC) is a major facility and service provider with a catchment which covers the Southern Grampians Shire. HILAC provides a range of sport, leisure, aquatic and community services including fitness, indoor sports, aquatic education and swimming.

This review is designed to provide an objective analysis of the current management and operational involvement of Council with HILAC. Options and recommendations regarding the future management, operations and viability of this enterprise is a requirement of the review including providing options and advice on optimal management models. A four stage project methodology was conducted including extensive stakeholder and community consultation processes.
